Ernest B. Wiggins was elected Mayor of the City of Warsaw on March 1, 1997, following the resignation of Mayor Jeffrey W. Plank.  Prior to this appointment, Mayor Wiggins had served as the 3rd District Councilman since 1983 and was President of the City Council.  He was  honored with the 2002 Warsaw/ Kosciusko County Chamber of Commerce Excellence in Government Award.

In addition to his optometry business, Dr. Thallemer's involvement in the community for the past 20 years includes: YMCA Board president, City Plan Commission member/president, member of the Kosciusko County Solid Waste Management board, member of Curbside Waste Task Force, Breakfast Optimist Club member, volunteer Y swim coach, Sacred Heart Church, and Little League.  Currently serves as Council president.

A lifetime resident of Warsaw, Grose teaches social studies and coaches boys basketball at Warsaw Community High School. He currently serves on the Warsaw Plan Commission and the Warsaw Parks and Recreation Board. Grose, finishing his second term on the Common Council, has a B.S. Degree in Education and Social Policy from Northwestern University and a M.S. Degree in Education from Indiana University. He and his wife Rachel have four children.

Smith joined Lake City Bank in 1983 as manager of the Mentone office and was then promoted in 1992 to Sr. Vice President of the Commercial Banking Department. In April 2000, he was promoted to Executive Vice President of the Commercial Department. Smith was named Warsaw/Kosciusko Co. Chamber of Commerce "Man of the Year" in 2001. Prior, Smith was a coach and teacher for 16 years. He received his Master's degree from St. Francis College, Fort Wayne, in 1974; B.S. from Manchester College, 1967. 

His community service includes: President, Warsaw Redevelopment Commission; KDI (Kosciusko Develoment Inc.), board member and past chairman; WCDC (Warsaw Community Development Corp.) board member and chairman of the Loan Committee; KCSS (Kosciusko Community Senior Services) past board member; past YMCA board member, Finance Committee, chaired Community Gifts Fundraiser for expansion project; member of Warsaw Rotary Club; former graduate and past president of KLA (Kosciusko Leadership Academy); former member, Kosciusko County Educational Council. Smith has also been involved with: Junior Achievement, March of Dimes, United Way of Kos. Co., Warsaw Combined Community Services, American Lung Assoc., Leukemia Society of America, and Boy Scouts of America.

Clemens is chairman and co-owner of Rabb/ Kinetico Water Systems, Inc., with dealerships in Warsaw, Lafayette, Logansport and Kokomo. Clemens has served as an Indiana representative for the Board of International Mini-Lab Association, and is also a past board member of the Warsaw/Kosciusko County Chamber of Commerce and Kosciusko Community Hospital/ Health-Net board. He currently serves on the boards of the Warsaw Community Development Corp., Kosciusko County Solid Waste Management District, Warsaw Traffic Commission, and Northern Indiana Regional Workforce Development. Clemens earned his B.S. in Finance from St. Joseph's College and attends Warsaw Community Church.

A 53-year resident of Warsaw, Patterson is in his fourth term on the Council, serving the past five years as president. Other city board positions include: Plan Commission (4 years), Board of Zoning Appeals (4 years), Board of Public Works & Safety (12 years), Council Representative to Kosciusko County Convention & Visitors Bureau. Patterson obtained his B.S. degree at Southern Illinois University and is employed as a supervisor in the Manufacturing Department at DePuy.
